Is Rizon or PokePay safer to use?

They carry different kinds of risk. Rizon's self-custody model means you — not the company — control the funds, but you're solely responsible for the recovery phrase. PokePay is custodial, so the company holds your balance, which removes key-management risk but adds counterparty risk. Neither balance is covered by bank deposit insurance.

Which is cheaper to start?

PokePay is usually the cheapest during promotions (around $7 versus its normal ~$20), while Rizon's one-time fee is about $3.50 — both are inexpensive, but Rizon adds cashback up to ~5% that PokePay doesn't offer.
